OBJECT

Amazing building in the heart of the capital of Ukraine is a part of architectural property of the city. In the year 2001 “Premier Palace” was assigned status of a five-star hotel. The only historical hotel preserved in Kiev became the first five-star hotel in Ukraine. In May of 2009 the hotel celebrated 100 years since its establishment. In the year 2009 international system of awards in hospitality Seven Stars and Stripes® announced official test results of “Premier Palace” Hotel. Hotel successfully passed tests and received high rating according to the system’s criteria - 6 stars and 7 stripes.

TASKS

There were a number of problems at the facility:

  • Low efficiency of security services at vehicle checkpoints;
  • Big idle time of vehicles at the plant checkpoints;
  • Lack of operational communication between logistic services, security services and operators at the checkpoints;
  • Existing access system based on cards could not solve these problems.

Overseer Parking System was offered as a solution for these problems.

System was aimed to solve the following tasks:

  • Automatic control of vehicle movement of hotel guests, suppliers and staff.
  • Automatic admission of vehicles.
  • Additional identification of guests by picture taken at entrance and shown to the cashier at exit together with identified vehicle number. Thus, cashier checks not only plate numbers of vehicles, but faces of drivers. This double check minimizes probability of vehicle theft;
  • Automatic creation of recognized vehicles database with flexible search and filtration of records;
  • Remote creation of access permits by logistic services; flexible parking fee for hotel guest;
  • Remote work with recognized vehicles database; management of execution units.

RESULTS OF THE IMPLEMENTATION

For the achievement of results the following algorithm of system’s work was developed:

  • Vehicle drives to the parking entrance.
  • If vehicle belongs to the hotel’s staff group, bar opens automatically and vehicle enters parking.
  • If vehicle belongs to hotel’s guest, one should press the button for bar to open.
  • When button is pressed, specialized camera takes picture of the guest which is then stored in the database together with recognized number plate and picture from which number plate was recognized.
  • When exiting parking, guest vehicle drives to the post of operator-cashier.
  • On the screen cashier sees picture from which recognition was carried out, picture of the driver taken at entrance, frame of real recognition and face of the current driver. System automatically shows duration of parking and fee.
  • In case if face of current driver does not to the stored face, operator calls security that acts according to the inner instructions for such case.
  • In case if driver and vehicle match, driver pays for parking and operator lets vehicle to exit the parking.

One of the main advantages of the implemented system is full decommission of card parking system that constantly demanded supplies, thereby reduction of maintenance costs of parking.
